OCSBA 2022 Legislative Priorities

PRIORITIZE SOUND FUNDING OF PUBLIC EDUCATION 

 

  • Modernize Foundation Aid formula and maintain full funding commitments

  • Adjust Expense-Based Aids to meet current day circumstances and wholly fund

  • Increase the cap on aid for BOCES salaries for Career & Tech Education educators

  • Increase Fund Balance limit and Reserve Fund flexibility

CORRECT PROPERTY TAX CAP FORMULA

 

  • Make the base allowable growth factor a minimum 2%

  • Prohibit negative tax caps, and reform the tax cap override process

  • Account for enrollment growth in the tax cap calculation

  • Include PILOT properties in tax base growth factor

  • Ensure school board representation on IDA boards and/or the authority to disallow such tax deals from applying to school property taxes

ADDRESS SCHOOL HEALTH, SERVICE & SAFETY NEEDS

 

  • Provide dedicated funding for school-based health and mental health services, and protect Medicaid payments to school districts

  • Invest and expand broadband access to support distance and remote learning programs, to provide equitable learning opportunities, and the means to meet students' social and emotional needs when in person learning may be inaccessible

  • Further regulate & restrict the use of tobacco and e-cigarette products among youth

  • Fund a statewide school meals program offering all students free breakfast and lunch

  • Provide flexible funding to support development and implementation
    of school safety programs

SUPPORT PUBLIC SCHOOL DISTRICT GOVERNANCE

 

  • Provide districts autonomy in determining accessibility of district buildings regarding use as polling places

  • Revise the Open Meetings Law to allow school boards to meet virtually when needed, without needing to disclose board members' physical locations

  • Provide flexibility in meeting academic instructional days

  • Hold non-public/charter schools to the same standards of accountability as traditional public schools
