OCSBA 2021 Legislative Priorities

MAKE EDUCATION FUNDING AN ABSOLUTE PRIORITY

 

  • Ensure that current & future federal education stimulus funds are used solely to support school districts, and not to balance the state budget

  • Modernize Foundation Aid formula to equitably meet current educational requirements

  • Fully fund Expense-Based Aids

  • Make whole transportation aid in the spirit of the CARES Act and throughout the entirety of the pandemic regardless of the periodic need for remote learning

  • Increase Fund Balance and Reserve Fund flexibility

  • Provide funding for increased broadband access, technology devices and services

  • Continue to fund Prior Year Aid Claims

ADJUST PROPERTY TAX CAP FORMULA

 

  • Support legislation to include PILOT properties in tax base growth factor,
    and allow districts a formal role in the PILOT process

  • Make the base allowable growth factor a minimum 2%

  • Prohibit negative tax caps, and reform the tax cap override process

  • Account for enrollment growth

ADDRESS SCHOOL HEALTH & SAFETY NEEDS

 

  • Provide dedicated funding for school-based health and mental health services, and protect Medicaid payments to school districts

  • Further regulate & restrict the use of tobacco and e-cigarette products among youth

  • Provide flexible funding to support development and implementation
    of school safety programs

SUPPORT PUBLIC SCHOOL DISTRICT GOVERNANCE

 

  • Provide districts autonomy in determining accessibility of district buildings regarding use as polling places

  • Hold non-public/charter schools to the same standards of accountability as traditional public schools
