PROVIDE SOUND FINANCIAL SUPPORT OF PUBLIC ED

 

  • Provide increase $1.4 billion in Foundation Aid

  • Update Foundation Aid formula to meet current educational requirements

  • Fully fund Expense-Based Aids

  • Dedicate aid for growth in English Language Learners

  • Increase districts’ Reserve Fund options to include TRS

  • Increase the 4% limit on undesignated fund balances

  • Fund property tax exemptions at the state level

  • Allow districts a formal role in the PILOT process

  • Increase the BOCES superintendent salary cap

ADJUST PROPERTY TAX CAP FORMULA

 

  • Enact passed legislation including PILOT properties in tax base growth factor,
    and exempting BOCES capital expenditures from the cap

  • Make the base allowable growth factor a stable 2%

  • Prohibit negative tax caps

  • Reform the tax cap override process

  • Account for enrollment growth

ADDRESS SCHOOL SAFETY & HEALTH NEEDS

 

  • Provide flexible grant funding to support development and implementation
    of school safety initiatives

  • Make school health facility space building-aid eligible

  • Establish expense-based aids for school-based physical and mental health services

SUPPORT PUBLIC SCHOOL DISTRICT GOVERNANCE

 

  • Provide districts autonomy in determining accessibility of district buildings regarding use as polling places

  • Allow public schools greater autonomy and flexibility to explore innovative educational programs & modernize learning environments

  • Require non-public/charter schools be answerable to the same requirements and standards of accountability as traditional public schools
