MINUTES ANNUAL MEETING

June 4, 2014

West Hills Country Club, Middletown, NY

 

The meeting was called to order at 7:00 PM by President Roseanne Sullivan, and she welcomed all. She called on Area 9 Director, Dorothy Slattery, to lead everyone in the Pledge of Allegiance.

 

President Sullivan introduced guests Margo May and Beth Sims (Shaw, Perelson, May & Lambert) and Laura Wong-Pan, Jim Drohan, Dan Petigrow, and Melissa Knapp (Thomas, Drohan, Waxman, Petigrow & Mayle) and thanked them for their generous sponsorships of OCSBA activities throughout the year.

 

President Sullivan introduced Jim, Page, NYSSBA’s Director of IT and Member Services who gave a few words of welcome.

 

President Sullivan called on Treasurer Charles Frankel to present OCSBA’s proposed budget for 2014-15. Charles presented a rollover budget with no dues increase for next year. A motion to approve the budget was m/s/c.

 

President Sullivan presented the slate of officers for next year:

President - Roseanne Sullivan (Pine Bush)

1st Vice President - Ron Sommer (Greenwood Lake)

 2nd Vice President - John Pasichnyk (Chester)

 Treasurer - Charles Frankel (Cornwall)

 Secretary - Ed Estrada (Middletown)

 Executive Director - Susan Doyle

 

A motion to approve the slate as presented was m/s/c. President Sullivan declared the slate approved. She thanked the following Nominating Committee members: Beth Blashka, John Redman, Dottie Slattery, Ron Sommer, and Bill Boss.

 

President Sullivan announced a buffet dinner.

President Sullivan and Susan Doyle recognized those board members who are retiring from school board service at the end of this school year. Beth Blashka (Valley Central), Sandra Brownsey (Minisink Valley), Matt Corrigan (Goshen), Tom Frederick (Goshen), Carl Onken (BOCES) were present to receive recognition and certificates of appreciation.

 

President Sullivan introduced guest speaker, Orange County Executive Steve Neuhaus, who spoke about the current issues facing the county and his desire to work cooperatively with our school districts.

 

Following the county executive’s talk, Shannon Hockswender (Warwick) and Ed Estrada Middletown) spoke about the Fair Funding effort they are mobilizing. President Sullivan addressed her desire to implement a ward system in our school districts.

 

President Sullivan thanked all for attending, and she wished everyone a safe and healthy summer.

MINUTES DELEGATES' MEETING

April 2, 2014

BOCES, Goshen

 

In Attendance: Dottie Slattery (Area 9 Director/BOCES) Martha Bogart (Goshen, BOCES), Bill Boss, Bill Hecht, Carl Onken, (BOCES), Larry Berger, Charles Frankel (Cornwall), Ron Sommer (Greenwood Lake), Faith Aprilante (Highland Falls), JoAnn Reed (Marlboro), Roseanne Sullivan (Pine Bush), Ed Estrada (Middletown), Joseph Flaherty (Minisink Valley), John MacDonald (Monroe-Woodbury), Joan Carbone, Roseanne Sullivan (Pine Bush), Beth Blashka, Brad Conklin (Valley Central), Dave Eaton (Warwick Valley), Joe Bonomi, John Coughlin, Denise Lupano, Mary Ellen Shute (Washingtonville), Susan Doyle (OCSBA), and guests Mandy McGarrah (OCDOH) and Darcie Miller (OC Department of Mental Health)

 

President Roseanne Sullivan called the meeting to order at 7:00 PM and led all in the Pledge of Allegiance. Introductions were made around the room.

 

President Sullivan announced our April 5th workshop for prospective school board members, our May 7th session on the district leadership team with Barry Entwistle, and our annual meeting on June 4th with guest speaker Steve Neuhaus..

 

A motion to approve the minutes of the 3/5/14 Delegates’ Meeting was m/s/c.

 

President Sullivan introduced guest speakers, Darci Miller OC Mental Health Commissioner and Mandy McGarrah, MICHC Coordinator, OC Health Department. Darci spoke about the abuses of prescription drugs and the heroin addiction among the children in Orange County. Mandy spoke about the grant she has to help young women of child bearing age in our area.

 

President Sullivan introduced the three candidates for the BOCES board. Carl Onken, Martha Bogart, and Larry Berger spoke about their candidacies and BOCES.

 

President Sullivan and Treasurer Charles Frankel presented the proposed 2014-15 OCSBA budget indicating it would be a rollover budget (with an internal number change to increase travel reimbursement expenses for the executive director) and carry no dues increase. A motion to present the budget at the annual meeting was m/s/c.

President Sullivan presented the slate of officers for 2014-15. Current officers will remain on the slate for next year’s executive committee. The slate will be voted upon at the annual meeting in June.

 

District budgets were discussed during the sharing session, and board members expressed their concerns about eliminating programs, the cap on the tax levy, and state aid.

 

Delegates’ comments included remarks from Area Director Dottie Slattery who discussed NYSSBA’s convention in NYC in October and asked for musical groups to participate in the convention. She asked for photos of students for display at the convention, also. Dottie noted NYSSBA’s Student Achievement Institute on April 12th.

A motion to approve the minutes of the1/29/14 Delegates’ Meeting was m/s/c.

 

President Sullivan appointed the following to OCSBA’s Nominating Committee: Beth Blashka, John Redman, Dottie Slattery, Ron Sommer, Bill Boss, and Roseanne

Roseanne Sullivan appointed OCSBA’s Executive Committee to serve as this year’s Budget Committee.

She encouraged all to attend NYSSBA’s Capital Conference on March 9-10 in Albany. She noted that Susan will make appointments with our legislators for Monday, and we are hosting a multi-county hospitality suit on Sunday evening to coordinate our legislative efforts on Monday. President Sullivan announced our next

meeting would take place on April 2nd.

 

President Sullivan introduced school attorneys Andrea Geller, Stu Waxman, and Frank Barile who delivered a PowerPoint presentation on current trends in negotiations. David Shaw joined in the presentation when he arrived.

 

Beth Blashka noted the AQE’s efforts to raise awareness regarding the GEA and its impact on our schools.

President Roseanne Sullivan called the meeting to order at 7:03 pm, welcomed everyone, and led members in the Pledge of Allegiance. Roseanne noted the recent death of Newburgh School Board Member, Judith McAfee, and asked all to stand for a moment of silence.

Introductions were then made around the room.

 

A motion to approve the corrected minutes of the Delegates’ Meeting of December 4, 2013, was m/s/c.

 

Treasurer Charles Frankel gave a mid-year financial report. He noted that at this point we have underexpended our budget, and our income is over our projections. OCSBA continues to be in sound financial condition. A motion to accept the Treasurer’s Report was m/s/c.

 

Roseanne introduced NYSSBA’s Director of Governmental Relations, David Little. He delivered an interesting and informative presentation on the Governor’s proposed budget, the state of the state, and a commentary on the 2014 state legislature. David entertained questions and comments from attending members and noted that our draft legislative platform covered the main issues, was concise, and to the point.

 

After discussion and changes to the draft platform, a motion to approve OCSBA’s Legislative Platform for 2014 was m/s/c.

 

Susan reported on the upcoming Capital Conference which is to take place on March 9 and 10 in Albany. She noted we would have a suite to coordinate our advocacy efforts with board members from neighboring counties.

 

Delegates’ comments included the following: an update on the Fair Funding efforts, the upcoming FRN in Washington, DC, concerns and questions about BOCES finances, and comments from District Superintendent Bill Hecht.

 

President Roseanne Sullivan noted the upcoming President’s Session, the March meeting on negotiations, and our annual dinner meeting in June with Steve Neuhaus, our new county executive, who will be our guest speaker.
